Reference Field List Layouts -- Not functioning correctly after deploying update set

I modified the List Layout for a reference field variable pop up in a catalog item (the pop up that appears after clicking the little magnifying glass). This modification was successfully captured in my update set, which I deployed to another instance for testing. In the target instance, however, the list layout for the catalog item I created does not match the way I defined it in the original instance. I captured the update to the List Layout again in another update set and deployed it, but that didn't resolve the issue.
Here's what it looks like in my update set:

Any ideas on how to resolve this issue? I found a few posts on the Community regarding the layout, but not about transferring it across instances in an update set.

Assuming you captured it in an update set and transferred it to another instance, if that list was personalize already, it will not reflect the new list layout. You will have to click on the gear, and check reset to defaults. That should update your list layout.

There is no gear icon in the reference field pop up.

I tried on demo site and update set reads different:

to customize the popup.
We talking the same thing?
