We have out of band devices and external reference link in related tabs.
We want to create a report to get all the servers which don't have these OOB and External Reference.
In external reference link > CI is reference field.
I tried creating Database view, but it will give only servers which have OOB & External reference.

It sounds like you should be able to accomplish what you need by using a Related List condition in a report.
