I have followed the Docs steps to add Agent Workspace to the Workspace tab, however it is listed there, but when I click on it, I get a new tab and it stays blank.
In looking through other related questions, one states to remove the parent app, however this field is grayed out so I can't do that.
Any other reason why this is no working?

In my case I do not see App shell UI please remove that:-

Hey there,
To add Agent Workspace to the Workspaces tab in the Now Experience Framework in San Diego, you can follow these steps:
Log in to your ServiceNow instance as an administrator.
Navigate to the System Definition > UI Properties module.
Locate the glide.ui.tab_workspaces property and click on it to edit its value.
Add the following code to the end of the existing value:
Click "Save" to save the changes.
Navigate to the Workspaces tab in the Now Experience Framework.
You should now see the Agent Workspace listed as a workspace option.
