How to use Valid to for a retiring knowledge article

Greetings!
I notice that this notification is not working when a article is ready to retire, the condition is set as:
By default, this Valid to field for a published article is set to 1 year from the publish date. With certain situations, my knowledge manger can wipe out the date to make sure some articles never retire.
In order to have a notification sent 90 days before its retired date, what is the missing for this notification?
Please advise.

It is a good idea to create a module. But if I set this to a certain date range, e.g. 90 days from today, and if there are 3 articles met the qualification, and no one check this module today, then these 3 articles will not show tomorrow.
Email notification seems more stable if knowledge managers on vacation or not able to check into serviceNow.
