In my opinion this is two different processes. It's Asset Management and it is Request fulfillment. In this case Asset Management is used as a part of Request Fulfillment. And I personally would expect the Asset Manager to document what they do in their catalog tasks.
If you are set on skipping Asset Management and only do Request Fulfillment then by all means do so. I just don't see a reason for that to require a customization of the Asset Managment functionality (the consume action).
