Issue in Standard Change Proposal form

We have an issue in standard change proposal form, when we click on 'Request for Approval' UI action, ootb mandatory error message is getting displayed for change request values section. But when we click on save button, form is getting saved without the mandatory fields(Change Request Values).

This is not an error or issue,  it is expected behavior of system.

When you save, which means still not ready for approval where as if you click on approval means all fields must be filled so that an approved can approve the proposal.

Have a look in to standard change properties.

No mate, don't recommend to change ootb here. Accept it as a behavior and use it.

Why are you considering this as a issue. Proposal form is not checking the mandatory while filling it , we can draft it and keep updating during "In Progress" status but approval require proposal with all mandatory information because it can't be edit unless rejected by approval.
