Change Management Workflow is Skipping CAB Approval

I want the change request to go for a CAB approval after the Requester's manager approves it, however, I'm having three issues.

1. It's skipping the CAB approval

2. The state should change to Implementation, but it is changing to Waiting for Approval

3. It is creating the implementation task without CAB

Watch lists allow multiple users to subscribe to notifications of a task. To receive these notifications, users must have an email address defined in their user record or enter an email address into the watch list email field.

Just check the CAB approvers group if it has some members or not or if the members in it are disabled.

The approvals are skipped when there is no member added to the CAB Approval group.Please check the same.

May be the Group that was added does not have any members or has disabled members.

CAB watchlist field is simply the CAB field you have it on the form. By the way CAB field you have it on the form is different than CAB Approver group. Check if there are users available in CAB Approver group.
