Your question is quite general, so I would recommend, first, read the available documentation about this topic on the docs site. And in addition, there are several helpful videos as well for example:

You can build your own solution, or use an already existing connector as well.

I believe, if you read the documentation or watch the video, you will be able to setup the interface between ServiceNow and Jira on your PDI.

If you are looking for a solution for Bi-Directional integration between ServiceNow and Jira without using Integration Hub. Look into the Exalate Solution that provides integration + full control of the rending and receiving data and data handling on both sides.
