Abstract / preface Defense institutions have spent a generation improving how they sense threats, analyze options, and make decisions. What has not kept pace is the institutional machinery required to act on those decisions — at the tempo modern operations demand. This paper examines that gap: not as a technology problem, but as a command and governance problem. The institutional execution gap is the structural misalignment between the speed at which operational decisions are made and the speed at which defense enterprises can resource, coordinate, and execute them. It manifests in serial approvals, fragmented authorities, invisible constraints, and sustainment chains that break under operational pressure. Closing it requires a purpose-built execution layer — one that governs action across distributed authorities, connects the systems defense already runs, and preserves human control at every decision point that carries consequence. That is what Enterprise Mission Execution Platforms provide, and what this paper argues is the next critical capability investment for allied defense institutions. The analysis that follows draws on the concept of Institutional Command and Control (iC2), an extension of NATO’s established command doctrine to the enterprise layer, and examines how platform architecture translates that strategic imperative into operational and industrial capability. A scenario involving NATO coalition force augmentation illustrates the gap in concrete terms. The industrial mobilization challenge facing allied nations anchors the strategic stakes.
